The appraisals not only reduce the risk of accidents during deliveries, but the exchange of information helps customers to improve their own HSE performance.
Product deliveries are potentially high-risk activities, with the risk of fire or explosion if products are not handled carefully. A number of factors, including the type (volatility) of the products involved and the local climate, can influence the level of risk. For example, products that have a low risk in a cold country could become dangerous when used in hot climates.
Shell chemicals companies are experienced in the movement and storage of flammable liquids across the world and are able to share this experience with customers to minimise and manage the risks involved. Approaches to risk reduction vary according to local needs, from a simple check on whether the customer belongs to a Responsible Care scheme in the US, to appraisals of reception facilities in other countries.
The appraisals of delivery point and storage facilities are performed against a checklist of key safety features. Among the key areas covered by the checklist are:
- Measures to eliminate ignition sources (eg smoking, mobile phones, running engines)
- Earthing of vehicles and unloading equipment (to avoid static build-up)
- Clear unloading procedures and operator training
- Availability of appropriate fire fighting equipment
